The National Vulnerability Ranking Index Tool has four (4) main features:

The Dashboard provides the overall vulnerability picture of the communities in Jamaica.  It represents the information through a series of interactive charts, graphs, tables and maps. The features of the dashboard are linked to the NVRI Database that houses the responses to 280 indicators for 775 communities islandwide. When data or information is changed inside the NVRI Database, it is reflected real time on the Dashboard. The ODPEM is the entity responsible for populating the NVRI Database using data garnered through a multi-stakeholder engagement with public and private sector and Non-Governmental Organizations. The user can interact with features of the dashboard to display information as desired.

The Database houses the formula and responses for all indicators displayed in the NVRI Tool. The weighed values for each response is displayed in a matrix for each parish and community. The database is colour coded using a 5-point scale and displayed in a master sheet and on individual sheets per parish. When data or information is changed inside the NVRI Database, it is reflected real time on the online NVRI Dashboard. The NVRI suite of indicators consist of 280 measurable indicators  and ------- baseline indicators divided into  four (4) vulnerability categories. These are Physical, Economic, Environment and Social. To date , data is entered in the tool for ------------ communities across six (6) parishes. Phase 2 of the process will see to the population of data for the remaining communities in all fourteen (14) parishes of Jamaica.

The Vulnerability Score/Rank is displayed in the NVRI Tool as absolute values, weightings and ranks. Each response cell for each indicator has a drop down feature were a response option is selected. The responses, weightings and rank inside the scoring index are colour coded using a 5-point colour scale ranging from green to red. The vulnerability rank is categorized as 1 - (L) Low vulnerability (green), 2 - (ML) Moderately Low vulnerability (lime green) , 3 - (M) Moderate vulnerability (yellow) , 4 - (MH) Moderately High vulnerability  (orange) and 5 - (H) High vulnerability (red). The user is able to view the weighted values for each indicator response and the resulting percentile score and rank.

The Scoring Index details the breakdown and distribution of related scores, ranks and weightings found inside the NVRI Tool. The Index indicates the ranges for lowest to maximum vulnerability score a community can get for each indicator category (physical, social, economic, environmental).  The vulnerability score is captured in numerical and percentile values for each indicator. The Scoring Index provides for an equal distribution of weighted responses for the indicators in each category which totals a maximum of 25% per category for a combined total of 100%. This was done to maintain an equal distribution of scoring irrespective of the number of indicators in each category. The scoring index is formulated inside the NVRI Database and displayed on the NVRI Tool online platform.
